ECO Scheme

The Government’s ECO Scheme was introduced to offer grants to low income households so that they could replace inefficient heating systems and to install insulation. The intention is to help reduce heating bills and to cut carbon emissions from homes.

The ECO Scheme operates in England, Scotland and Wales and grants are available to householders who receive certain State Benefits, Tax Credits or Guaranteed Pension Credit.

In addition to grants to replace storage heaters, ECO Scheme grants are available to help replace central heating boilers and to install cavity wall insulation and loft insulation.  Grants are available under a part of  the ECO Scheme called the Affordable Warmth Scheme.

ECO Scheme 2018 to 2022 - ECO3 Proposed Changes

The current ECO Scheme (ECO2t) is due to end on 30th September 2018 but the Government has proposed to replace it with ECO3.

The main change is to cancel 2 of the 3 parts of ECO and concentrate all of the ECO funding on grants for low income and vulnerable households under the Affordable Warmth part of ECO.

Grants to replace storage heaters are expected to still be available under ECO3 but qualifying criteria are expected to change. The main proposed change is to increase the number of households who qualify for grants to replace storage heaters by increasing the number of qualifying State Benefits and Allowances.

The table below shows a comparison of household eligibility for grants to replace storage heaters under the current ECO Scheme and the proposed ECO3 rules:
