Storage Heater Grants Under ECO3 To Require An EPC

Under ECO3 the Government proposes to make private landlords responsible to meet minimum energy efficiency standards before their tenant becomes eligible for an ECO grant.

Minimum Energy Efficiency Standards Regulations require landlords of privately rented homes to ensure that they have an EPC energy efficiency rating of no worse than E.  Consequently, an EPC (Energy Performance Certificate) will be required for all homes where the tenant applies for a Storage Heater Grant to assess whether they qualify for an ECO grant or whether responsibility rests with the landlord.

Privately rented properties with an EPC rating of Band E or above will benefit from ECO measures such as Storage Heater Grants but properties with an EPC rating of Band F or G will not.  Equally, ECO grants for broken storage heaters will not be available to tenants because it is the landlord’s responsibility to provide working heating systems for their tenants.

Installers of replacement electric storage heaters in privately rented homes will have to prepare an EPC to determine whether the applicant for a storage heater grant qualifies or whether the landlord is responsible.

Storage Heater Grants Under ECO3 To Require An EPC

ECO3 is due to start in October 2018 and run until March 2022.
