Storage Heater Grants for Tenants - Qualifying Criteria

The Government’s ECO Affordable Warmth Scheme provides heating system grants to pensioners and families on low incomes.

If you receive one of the following State Benefits or Tax Credits, you may qualify for a storage heater grant to replace faulty and inefficient electric storage heaters in your privately rented property:

  • Guaranteed Pension Credit (Savings Credit and ordinary State Pension do NOT qualify on their own).
  • Child Tax Credit*
  • Working Tax Credit*
  • Universal Credit*
  • Income Support
  • Income-Related Employment and Support Allowance
  • Income-Based Job Seeker’s Allowance

What is the Storage Heater Grants for Tenants Scheme?

The Government is committed to tackling fuel poverty and it is also committed to reducing carbon dioxide emissions to tackle climate change

In an effort to remedy both of these problems the Government launched the ECO Scheme in January 2013.  A new ECO scheme started on 1st April 2017 which offers storage heater grants for tenants who receive means-tested State Benefits.

Storage Heater Grants for Tenants provides funding for qualifying householders to replace old, faulty and inefficient electric storage heaters with new modern energy efficient storage heaters.

You must have faulty and inefficient electric storage heaters in your home at the time of your free ECO Survey to qualify for this storage heater replacement scheme and you must have your landlords permission to have new storage heaters installed.

Council Houses and Housing Association Properties

Under current ECO Scheme rules tenants in residential properties owned by local councils or housing associations DO NOT qualify for the storage heater grants for tenants scheme.

However, they may qualify for cavity wall insulation grants or loft insulation grants from the Affordable Warmth Scheme, part of ECO. Council tenants and housing association tenants do not need to receive qualifying state benefits. The only criteria is that the property must have an EPC (Energy Performance Certificate) rating or E, F or G.

The current ECO Scheme will run until September 2018 and the Government is proposing to extend it by a further 4 years. The replacement ECO Scheme may be extended to council and housing association tenants.
